Captain Toti interviewed about US Navy Antisubmarine Warfare Training

During his tour as commanding officer of Fleet Antisubmarine Warfare Command Norfolk, Captain Toti was head of doctrine and requirements for all US Navy Antisubmarine Warfare (ASW).  He was called upon frequently to defend the need for ASW training, and in this case active sonar training, and therefore had to become an expert on the effects of active sonar on marine mammals.

This interview was filmed in Norfolk, Virginia in 2005.
